Copying Others’ Work For Your Own Conceptual Work?

Never heard of this before but an artist displaying her work at the Whitney Museum of Art’s Biennial exhibition used work from other photographers without their permission under the guise of being a conceptual artist. Apparently the Museum thinks this is also all right because they have not removed the offending exhibit.
