Cleaning the Waterfront?

What is this man doing?

What is this man doing?

I took this picture at the Toronto Harbourfront. In all the years I’ve visited the place to take sample pictures, I have never seen this. Does anyone know just what this man is doing? I am guessing it has something to do with picking up garbage on the surface of the water?
